Description*Add option in CTRLS - non-military does not rally at Rally Points (instead defaults to Orbital if possible).

Often times I find my non-military units (Engineers, Colony Ships, Science Labs, Mobile Repair Stations, etc.) moving to Rally Points as soon as they enter a new planet. Since my rally points are typically on the enemy wormhole, this is about as far from what I want them to do as possible. There is really no benefit to having your non-military ships sitting on the wormhole to what is, or is about to be, a very angry enemy planet; especially since the AI seems to target economy ships first if possible.

I suggest an option that will prevent non-military ships from rallying to 'Rally Points', and rally to the Orbital Command in the sector instead (or to nothing if no Orbital is present). Since the Orbital is usually protected with a shield, this is a much safer location than an enemy wormhole.

Now that Colony Ships have to be "on top" of the location they are about to build on, this is even more important. When you are trying to quickly rebuild your economy and defense after a massive raid from the AI, you simply don't have time to move all your Colony Ships back and forth across the map when they keep defaulting to the Rally Point (this didn't used to be an issue).

Now that the Redirect Rally Posts have been added to the game, I find this feature to be even more necessary for the game. It is very easy (from my experience) to get your non-military ships stuck in an "infinite loop", which can potentially put them in extreme danger, and waste a ton of time trying to micromanage them back to where you want them to be.

Can I get some opinions on this feature?

This would have been handy before, but with the redirection rally posts it's absolutely vital now. Transports, engineers, science labs, force fields, I'm clearly not going to intentionally send these things on a patrol route! This would be an easy change that would make the redirect rally posts much less of a hassle.

I'd like to get a developer response on this topic. It doesn't have to be a yes, just an acknowledgment that you've seen it and/or thought about it. Like Vinraith said, with the new Redirect Rally posts, the potential situations the player can get him or herself into simply by sending non-military ships to the wrong planet, are numerous and often catastrophic. Even before Redirect Rally posts were added, there was very little need to rally your non-military ships to the rally posts, but this (in my opinion) seals the proverbial deal.

We don't let anything languish forever, but when there's a huge flood of topics the smaller nice-to-have ones like this pretty much wait until the end of the line. We get to them as quickly as we can, there's simply something like 400 (420?) items vying for our attention now.

Though, as Vinraith points out, this is suddenly vastly more important as an option, so since I happened to see the comment I'm marking as confirmed.

Ok, added the "Non Military Do Not Rally" controls for 4.043. Didn't do anything with them rallying to the command station instead, that's a separate issue.

Sorry I didn't mean to be an annoyance about it, I just know that you guys get swamped with issues and felt that this one was of particular importance.
