| Description | I don't understand why "plant false evidence of conspiracy" is an hostile action on planet of race X. The effect is that race X likes a lot less race Y, so I expect to be an hostile action for race Y instead, while is on race X planet. While I understand that the evidence has to be plant on planet X I found it confusing every time. | ||||
