Confirming since 1.000 and up to 1.003. Also, this is my surefire tactic to unite the system, as colonizing moons helps create trade routes and creating trade routes between non-spacefaring and spacefaring races gets their relations up before they have chance to wipe each other out... so when they finally get spacefaring, I'm ready to form all kinds of federations instantly :-) |

Thanks! * Previously it was possible to broker trade troutes, colonize moons, dump toxic waste on, and do other such things against planets that are not yet spacefaring. Fixed. |
