Summary0014010: Spire Habitation Modules can't rebuild if there are still 3+ modules alive
DescriptionHad an Exo wave steamroll all my defenses and smoke one of the Hab modules on one of my Spire cities. That city still has five modules left: two shipyards and three reactors. It won't let me rebuild the hab module - it and all the other items in the city are red in the build queue. I think I have to go scrap the other city modules to be able to rebuild, which is unpleasant (and expensive).

(Oh, and the spire storyline exo waves are damn brutal... 24k strength spawned the instant I started my second city, on diff 7...)
