Summary	0014256: Andor election does nothing
Description	Had an Andor election, which didnt do anything. Previous ones in charge were the pacifists, I'd gotten the environmentalists to be the top seat holders, the election time passes, but nothing happens at all. Pacifiers are still in charge, but the timer for the election resets as if it fully occurred. In addition, there is no notification on the sidebar that an election has taken place. Including a save from just a minute or so after the election.
