Summary0014324: Building limit per planet doesn't work
DescriptionDespite building tooltips telling you that there's only max Y unit of this building built on the planet, after you reach Y, you still can build more, and more, and more, such as reaching 11 meat vats or 21 university.

Just as a quick note regarding this issue (well, you are most likely aware of it by now), the AI seems to follow the building limit. It's just the player interaction that is able to construct extra buildings.

Another note of buildings: it seems to me you can only construct a building if the race has built at least one of them already. (So, if you research space elevators, you can't build one until the AI has built one, or so it seems to me) Intended?

For 1.003:

* Fixed a bug where many "why this building cannot be built on this planet at this time" checks were simply not being made when populating the "buildings you can pick for a Property Development dispatch" dropdown.
** Notably, this allowed building more than the maximum allowed number of a particular type of building on a planet, when that planet could not build more itself.
