Summary	0014505: Allow the player to buy resources from the Black Market
Description	If we can sell resources at the Black Market, shouldn't we be able to buy them as well (with some % mark up). Likewise, if we were able to buy them from Races (at a price determined by the amount we have on hand), we could become traders, trading with the races to according to supply and demand.
