Summary	0014656: Planets Seem to Continuously Make and Lose Ships
Description	In this save, the Andors' armada count keeps going up to 3 then almost immediately back down to 2. The power levels are changing in the same manner. I can't be sure if I noticed this occurring earlier in the game, since there has been a lot of combat.

GC13 Apr 25, 2014 9:12 pm reporter ~0036815	I've seen this happen (also with the Andor). They aren't at war, and there aren't pirates that I can see. It doesn't always happen, even if I load and do the same action again.
