Summary	0014733: EMP warheads are not worth the cost
Description	With the huge amount of units which are EMP immune I'm not sure these warheads are worth the AIP cost. Certainly I've never really successfully used them in anger. I'd suggest bumping the AIP cost on the EMPs down from 2/4/6 to 1/2/3. I'm also not particularly impressed with Tachyon warheads, especially now Mil 2/3 stations have tachyon coverage, but I'm not sure how to rebalance those exactly.
