Summary0014775: Is it intentional that the limit applied to burlust warlord duels carries across to other planets.
DescriptionI noted the other day that I can duel their warlords only every 1.5 years or something close to that, nice fix to a hole for far too easy rep, but I do not think it is right that you cannot initiate another duel on a different planet for the same duration.

I do agree that their "internal politicking" may prevent such duels on that planet longer than their whole empire but it would be nice to engage in duels on their other planets within 1/3 or 2/3s of the time before duelling is allowed on the last planet there was a duel on.


Example:

Duel on world 1 - no more duels on this world for 30* months, no more duels on other worlds for x0.66 months.

When a duel takes place on a planet all other worlds would revert to 20 months while that world is 30 months.

Example 2:

Every planet has it's own duelling cooldown.





*I am not certain on the current limit having not played for over the weekend - is it 30 or 60?

The Turmoil mechanic is the only such limiter I see, and most of its other effects are race-wide (not limited to a specific planet) :

- Prevents deals that involve the Burlusts stopping an attack-planet action (cannot be planet specific)

- Prevents Burlust ion cannons and bomb shelters and such from providing any benefit (this one could be planet specific, if desired)

- Makes Burlust attack-planet actions pull all defenders (not just the ones it normally thinks it can spare) and ignore the "cannot actually send attackers until X months after declaring the action" threshold, since otherwise the turmoil would often be over before the attackers were launched. (cannot be planet specific)

- Makes Burlusts extremely likely to opportunistically declare an attack-planet action against the easiest target, even if "easiest" is still "way harder than we can handle" (cannot be planet specific)

- Suppresses the following parts of GetMustBeFriendlyTowards:
-- races that have just become spacefaring cannot the target or origin of an attack-planet action for X months
-- races cannot declare a planet-attack action if they have a truce with the target race within the last X months
-- races cannot declare a planet-attack action if they have a mutual attitude >= 60 with target
-- (none of that can be planet specific)

- Makes Burlusts ignore the rule that a race cannot declare an attack-planet action if in RaceStatus.InternalWar, RaceStatus.Truce, etc (cannot be planet specific)

- Doubles player influence losses with the Burlusts and halves positive ones (cannot be planet specific)

- Doubles the ship attack power and NPC-autoresolve power of Burlust space forces, and the ground attack power of Burlust ground forces (cannot be planet specific)

Anyway, I suppose it's not impossible to simply split the "cannot duel for X months" rule into a separate mechanic and counter that's initialized at the same time as the Turmoil counter, but it seems weird that it would just be the one planet having that impact when all the other stuff is happening race-wide. On the one planet the warlords would refuse both dueling and stop-attacking deals, but on another planet they would refuse stop-attacking deals but accept duels, etc.
