Summary0001482: Grid Optimizer - Energy Density.
DescriptionI've had real problems in my games on Lattice and Concentric maps obtaining enough energy to actually run my fleets, even with 3 mk i and 2 mk ii on most worlds. Without Z Power Gens I'm kind of boned just keeping my regular fleet up; forget even thinking about Golems.

Thus:

Grid Optimizer(?) - Lets you run 2 reactors of each type on a planet without incurring Poor Efficiency. High up front cost (180k/180k?), moderate knowledge cost (1k), minimal ongoing cost. Designed for games that are slogging on.

Unfortunately, people would really take advantage of this. The purpose of th energy efficiecy is to require players to take more territory and thus have higher aip coat and vulnerabilities. Without that, abuse and extreme raiding are unavoidable. Even letting it be an extra-cost thing like this is something people will abuse to no end.
