Summary	0014868: Rounding Issue with Relation Buildings
Description	The new "tenthing" for "pacing" reasons has rendered the tooltips a little misleading for the relation buildings (I'm betting the values that read as 0.002, but used to be 0.015 are actually a display rounding of 0.0015, and the difference is significant, especially compounded over hundreds of months and possibly multiple coppies of the building.) Not sure what the best solution to the problem is, but you might consider putting the anual amounts in the tooltip now. Also, those tooltips are lacking in general. How does the - effect effect for say Confectionaries, effect Evucks when placed on an Evuck planet? I'm assuming it's ignored and they don't start ticking off their neighboring Evuck planets or anything like that. Further more, it's not very clear if these modifiers are for other races towards this race, or if it's this race's relation to the named race that's changing, or if it's both directions. It SOUNDS like it's the other race towards this race, but I'm deffinently not confident in that statement, which means it could be clearer.
