| Summary | 0014960: Burlusts start Turmoil Wars with 0 ships | ||||
| Description | The Burlust started a Turmoil war without having any ships. They were also have difficulty building any (0.7 manufacturing strength). After declaring a Turmoil caused war and not attacking (because they had no ships) the Skylaxians intervene in a War of Honor "fixing" the Burlust problem. If if under Turmoil, should they hold off wars unless they have someway of getting somewhere. As a side issue, should Wars of Honor trigger if the attacker has nothing to attack with? | ||||
