Summary	0014992: New quests at game start are already past due their date
Description	I started at 40 years in. The Evucks and Thorazians had quests, but they were already out of date, and I couldn't deal with them. Seems as though if I were starting then, my race shouldn't be penalized for failing to accept quests they weren't around to handle.
