Summary	0015094: Allow player to buy/build by themselves.
Description	Allow the Hydra Player to either buy or build (from other races or the black market) without having to help a race get them and then steal or share from them: Basic currently available Items: 1. Technology 2. Outposts Additional Items that would have to be developed: 3. Player Support Fleets (to call in extra help during battles) 4. Ground Troops (to support planets) 5. New Weapon Technology 6. Player Support Fleets for Strategy Map presence (Interdictions, siege, etc)
