Summary	0015099: Solar Map: Add a Political Deal to allow the player to send one race to the aid of another
Description	E.g. by requesting a given race to defend Planet X etc. This one deal could make for a good amount of variety in terms of how the races interact with each other and would be another source for butterfly effects as each defense again will have consequences in terms of the relations of the aiding race to the races it will have to fight against to honor the deal. Furthermore this could be used to provide a new, situational, one-time or continuous bump to inter-race influence.

Honestly, I often wonder why the Federation races don't do this themselves. It'd also be nice if races that had good relations did this on their own.
