Summary	0015521: Design Backup and Galaxy Map Filter
Description	Design Backups (DB) built when the IAs get new designs by AIP raising are shown by the map filter "design backup" on once-scouted-planets where there were no backup when scouted. Its not fun: I don't have to find them among planets I already scouted. "Hey, the AIs got new ships. I want to cancel/steal them but I don't see their DB on my fully-scouted galaxy map. It's time to rebuild scouts and hunt new DB!"
