Summary0015565: Spire city on nomad in enemy territory stops future surveys
DescriptionIn the attached save, I placed my first spire city on Nomad 1 without issue. It was in my territory, so all exits were clear. The survey completed as usual. It took me a while to get around to the second city, but have now found that I can't do another survey. I assume this is because I have only one spire city with all exits clear. Needless to say, this will cause significant issues with my progress in the spire campaign until Nomad 1 deigns to return to my territory.

It would be greatly appreciated if either the spire campaign text were updated to indicate that early spire cities on nomads are a rather bad idea, or to allow for future surveys regardless of the position of the nomad planets.

On the bright side, the nomad spire city laughs at any attacks.

For 7.048:

* Fixed some bugs that were causing Spire Cities on Nomads to still not grow to stage 2 when there were AI neighboring planets (or non-Nomad cities to be blocked by AI-controlled nomad neighbors)
