Summary0015720: Combine Build Queue and Garrison Level into one function to maintain fleet composition at a planet.
DescriptionFor builders with a queue, make the build quantity a hard maximum even with loop queue enabled. This might require a third state to the loop/no-loop button (perhaps a loop-until-value button). This will allow a player to set up a fleet by ship type represented by the build queue, and the fleet size by the build quantity. As ships are destroyed the builder will resupply only to the specified composition. This would replace the "stop build at garrison quantity" function for individual planets which is not extremely helpful.

An additional feature would be to allow the player to tag a fleet as "garrison" to exclude it from selection so that the player doesn't accidentally rubber band all his new production, including the garrison, and send it away just before a wave.
