| Description | If you have pilots for a race you can sell/give them via local deals. The "local [planet] deals" option is red with the tooltip "You need at least 0 influence for local [planet] Deals deals" 1. the word 'deals' is duplicated 2. You can still gift pilots at <0 influence, so perhaps the local planet deals option should be white when pilots are available, or the tooltip should be adjusted. On the topic of political deal tooltips. Perhaps Federation should have a tooltip other than "you need 25 influence for federation deals" When playing Betrayed. | ||||

For 1.606: * Moved Prisoner Exchange and such deals to Friendly Actions since they were always available even when the outer political category was not (due to low influence) and this created a very confusing interface situation. ** The Burlust versions are still political deals since they're specifically associated with individual warlords, and are now subject to the category influence requirements to avoid the earlier confusion.
