Summary0016060: Burlists seem to not want to invade Obsura planets.
DescriptionIn the attached game, the Burlists have roughtly 1000x the land power of the Obsura. There is roughly 25 Armadas in orbit and I keep removing all the Obscura Armadas as they appear.

However, no matter how long I keep this up, despite a clear tactical advantage, the Burlists don't seem to want to land and take the planets in the Galaxy.

Either they are not behaving, or the player needs to see why they are not doing so that the player can work on correcting it or have an option to force them to land anyway.

For 2.008:

* The construction of personnel (troop) transports has been moved from happening every month to happening every sim-frame (just in much smaller chunks, obviously), to avoid situations where it seemed there should be a ground invasion but none was happening because the parent race had no transports to send the troops with.

After this fix I found the conquests happened fairly quickly.

I just ran though the exact same save posted in the new version in several different styles. No matter what I did, the Burlists sill will not invade the Obsura planets. Depite the fact that they have a nice planet with 20 or so Aramda in orbit, only a few hundird million worth of Obsura and a ground firepower that is still 1000x higher.

Also, I noticed in this game that the Obsura armadas seem to be a lot tougher then their power listed. I watched as one with about 100 power facing 25 Burlists with closer to 5000 basically took all the Burlists down.

It feel very odd that I was looking at cases where the Burlist walked in with well over 20x the fire power and just lost it all to one Obsura Armada.
