Summary	0016161: Empty City Management screen with New City
Description	When clicking on a newly placed city, the City Management screen is blank. If there isn't supposed to be anything there, I would like to see that stated and maybe an explanation of why there's nothing there.

From my original note to Keith: If that screen is going to be blank, then I’d like for it to instead do a popup that says “Later you can manage aspects of your city from here, but there is nothing yet available. Related technologies that open up features here are:” (and then list the technologies).
