I'll always need a savegame when things of this nature are reported. Hovering over the building should show in the tooltip why you can't do the attack. Do you not have enough power?

 sorry for the late reply im kind of new to using mantis and I wasn't aware communication was a thing here but any way ive got literally everything you could need power staffing range you name I had it now granted I don't know if this bug will re acour since I didn't get a chance to find out in my last game before I got nuked with pollution hopefully ill be able to get a barracks out on my current game and find out ill also give you the save file when I figure out how to do that.

Added a save file with the same bug. Other military buildings work fine but not the barracks.

I looked at your save. I found two barracks. Both had 0/25 employees. That is correct then, they don't have a crew, so they can't attack.

I did experience a bug wherein I had two helipads adjacent to each other. The first attacked fine, then I built the second adjacent. The first would not attack until the second was finished. I haven't gone back to test and define those conditions thought.

* Fixed a bug where buildings under construction were still showing up as possible attackers, and thus could prevent already-constructed buildings from actually attacking until these finished.

Actually, if you have a building on top of an enemy underground building, you can bomb both of them and destroy your own buildings that way. It happens.

not sure if that bugs still a thing my games have been through peltians lately so as you may imagine ive been mostly building missile silos for fighting will take a look on my boarine game.

* Fixed a bug where the Krolin data definitions accidentally had their soldier type unlinked sometime recently, and thus their ground troops could not properly attack!
