Summary0016234: Buildings continue to produce even when not staffed.
DescriptionCurrently buildings will produce litter, pollution, and social points when they are unstaffed. It would be more reasonable if it was proportional to staffing level.

Likewise, power is consume when the building is unstaffed as well.

* The amount of trash produced by buildings now goes down proportional to how staffed they are.
** Same for pollution cleaner strength and crime reduction strength.
** And the medical stuff, including births.
** And pollution output.
** And crown and power and water per-turn consumption.
** And planet rage.
** And market item production rates.
** And vaccine research, and debt points generated.

Boy there were a number of oversights here! Social progress points didn't seem to be one of them, though. If you can find evidence of that working wrong, do let me know!
