Summary | 0016278: Military Attacks automatically select the nearest building of the specific type, even if it isn't finished | ||||
Description | When you queue an attack, the nearest building of the appropriate type is selected to perform the attack, even if it has yet to be completed. If the building is not completed, the attack will not be performed. This leads to situations where you have buildings within range, but they will not be activated. You can manually select and target them. | ||||

I'm pretty sure it was. I haven't had problems with it recently. |
