Summary	0016645: Thoraxian Tunnel Hub owned by Krolins
Description	If a Thoraxian Tunnel Hub (or presumably any underground building owned by any race) is below a surface building owned by someone else, It's attributed to the other race but still part of the Thoraxian city. In the attached save, there's a Thoraxian Tunnel Hub below one of the Krolin seaports in the south. It claims to be "in Godsius of the Krolin", but Godsius is the Thoraxian city and the Krolin city is Kanin.
