Summary0016670: Power cap? High available power = 0 available power?
DescriptionIs there an (accidental) power generation or available power cap? I can have (theoretically) 500k power available for use, but the GUI tells me I have 0 available power. As such, I can't even demolish power structures to try and test out whether there is a threshold problem in play!

I first notice this after building several military buildings, inc. shield & command, and beginning work on the space race buildings.

Opening up as a scenario and adding a bunch of power generators did not change the report of 0 available power.

Keith - it is the cobolt launcher. Rather than charging 160k/turn (which would take 32 turns to charge?!?), it charges at 100% of available energy.

Suggestion - be able to set the amount of energy going to the cobolt launcher? say: 160k, 320k, 500k, 1000k, 5000k

For 0.817:

* Moved the "charge the cobalt launcher" (similar for other things that charge up) logic from happening during end-turn-logic (on a separate thread) to happening on the main thread when the human player ends their turn and before the AI players take their turns (on separate threads).
** This will avoid situations where the cobalt launcher eats your entire power-economy, leaving you with zero power to do any actions during the turn, but also avoids power being unspent (and thus wasted) in a case where the launcher could eat more.
