Description | When brownouts hit, you can't force disable buildings to stop the brownouts. This leads to death spirals when you can't provide necessary services which then leads to more failures. This may be a "perfect storm" problem. In the attached save I'm hit with brownouts (scout stations use a ton of power). Then a disease hits causing lethargy and damage to buildings. All of my money is then shifted to repairs every turn. So I can't stop the brownouts (cannot disable buildings that are brownouted or diseased) or build anything (all money goes to repairs). | ||||

In terms of browned-out buildings, you can disable them just fine. I just tested it in your save. The ones that ALSO have disease won't let you do that, it's true. So really no change required there, at least not yet (more testing, etc, required). That said: * Scout stations now use about half as much power; it was excessive before. |

Why can't we disable buildings that have disease? |

Well, the people who are sick there would have to move somewhere else. Otherwise the solution to disease is super duper simple: shut down the buildings that have it as soon as they have it, and it goes away immediately. Diseases were never localized to buildings before now, but now the diseases "live" where the people work. So you either wind up playing this game of chasing the disease around your city, shutting things down, or just not letting people shut down buildings with disease. Thematically speaking, it's now a hot zone and you can't just move the people out of there or else you're likely to infect even more people for sure; whereas if they stay put they might not. |
