turns out I was putting them in the wrong territory I forgot that its not city wide unlike pollution cleaning. |

I loaded your savegame, think this is working as intended. You don't have a computing facility in the same district as your broadcast stations that are requesting computing power. Some resources are global, but most are only district wide. |
