I think this is working as intended.
I built a construction crew + hospital setup in this territory. 14 turns to complete hospital, construction crews all finished next turn. Hit end turn. Hospital jumps to 9 turns upon start of new turn. (Edit: To clarify, hitting end turn again will make the hospital go to 8, then 7, etc. unless I build more construction crews)
Other scenario: Maybe you are building construction crews and the hospital loses more than one turn for multiple turns? Did you check to see if the construction crews were getting full staffing upon completion? They don't provide their full construction benefit if not fully staffed, and if you were still in the process of staffing them then the hospital's build time will decrease each turn as the crews get staff.
