Description | I suggest that the distance an instigator base spawns from your HW should be tied to AIP--so early game they spawn 4 or less planets away from HW and they can spawn further away as the AIP goes up My concern is that a player might be totally unable to deal with these early game because it spawns at the opposite side of the galaxy. This would also make the pacing scale over the course of a game. | ||||

Proposed: if you have < 150 AIP, it spawns exactly 2 hops from one of your planets on a planet with at least 1000 AI strength (if possible, otherwise it will try 3 hops, then 4, etc) if you have < 300 AIP, it spawns exactly 4 hops from one of your planets (if possible, otherwise it will try 3 hops, then 4, etc) if you have > 300 AIP it spawns at random > 4 hops from one of your planets, but not on or adjacent to the AI home planet. Sound reasonable? The strength restriction is there to make sure the unit doesn't spawn on a planet without any defenses where you can destroy it trivially |

That sounds pretty good to me, that restriction makes sense--this should be a mini-quest after all |
