Which instigator bases spawned? The different bases are chosen at random |

I mean, that usually in all games instigators make army after third Instigator base. In this game, instigators never make army with 4 bases, but if i load very old save, i have a chance for making army from Instigators. |

Each instigator base does something different, and they are chosen at random. Not having the "Build Army" instigator base spawn in the first 4 hours is not a bug. |
