Summary	0002138: unlock mark 3 vs mark 4 for fleet ships separately
Description	I noticed the drastic knowledge cost increase for the mark 3 ships in one of the recent patches, with the explanation that it was because you were getting mark 4 ships 'for free'. It's not exactly for free if you have to go through high-level AI planets to get to a Factory 4 -- for which having some mark 3 ships would be nice, if they weren't so darned expensive. Maybe make it so that mark 3 and 4 are unlocked separately?
