Summary	0022112: Toggle Auto Build planet by planet
Description	The ability to toggle autobuild on a planet by planet basis would be great to have as (particularly in the early game) you can easily break the bank depending on your autobuild settings. I've also run into situations where I want XYZ on all planets except this planet which autobuild just doesn't handle very well currently.
