Summary0022401: Have officers spawn in distance bands to ensure the player can use them while they're relevant
DescriptionI find very frequently that officer fleets get seeded on worlds that are too strong or too far for me to feasibly make use of during early-midgame, which are precisely the times wherein I would want an officer centerpiece the most. I only get to use an ark while it's relevant to me in 1 out of 20 runs. I suggest splitting the map into "bands", ie the 1/3rd near the player's homeworld, the 1/3rd in the center, and the 1/3rd furthest away. Then seed officers equally into each of these bands to ensure the player always has something with reasonable accessibility.
