Summary0022910: Make alternative transport flagships available
DescriptionCloaked flagships and transport flagships are currently only available with starting fleets; they never spawn as capturables. This creates a bit too much of an incentive to pick those starting fleets.

Here are some more types of transport flagship, if you want more variety than just standard/fast/cloaked:
* High-capacity. Can store one more ship line than normal.
* Engineering. Has repair and construction beams like engineers.
* Hot deployment. Applies a substantial toughness buff to its units when they unload, lasting as long as the "cannot fire after unloading" status, to mitigate the effects of deploying into combat.
* Defensive. Gains a speed boost, and transfers a speed boost to all its attached fleets, while in friendly territory.

I understand there are plans to add this with "flagship perks", but that sounds like it's a long way off. Maybe we could just spawn more varieties as a stop-gap until perks are ready to go live?

I was just thinking along the same lines when I saw this. I struggle to think why I would ever NOT choose the cloaked starting fleet. It's always so critical to my strategies. For example, I'm not even sure what you're supposed to do about capturing spire debris on distant worlds if you don't have one of these.
