Summary0024195: Threat filter can see hidden enemy fleets
DescriptionOn the savegame I attached the Threat filter shows that there's an enemy fleet with strength 17 on the planet Mandalon.
In the normal view however the planet is empty and there are no information.
There's no vision on the planet, so it should appear as empty.

* Corrected an oversight in the threat strength galaxy map display mode that showed you threat that was not actually visible to you because of the fog of war.
