 When the client joined the game, it doesn't see any flagships in the planet sidebar

I've had a couple times where the game would just hang on the client and server when the client tried to join. There were no errors in the daemon log, and the last output was

 Starting a new game I didn't see any GameCommand errors until 40 minutes into the game, but I did see them. I did also see far fewer of them; on the previous build I would see a couple per second, now it's a couple per minute
