Is this a desirable feature? I don't believe this was ever implemented. |

I'm not sure, I asked on discord and @Strategic Sage that it should be possible only with sidekick |

That's because that's how it was explained to me. If it's by design that they can build even as Empire, then I don't understand how Sidekick is different from Empire but I also definitely don't think anyone should worry much about it. |

The code right now says "Empire is the same as sidekick, except you get your own starting planet". I think it's going to stay that way, since I have no interest in changing it at the moment |
