I figured those were estimates based on seeing ships enter/leave from adjacent systems. |

This is the expected behavior, for the time being. There's another report about this somewhere in here. Basically, when a scout is in the system it puts a "last scouted second" flag on that system. That system then shows you any ships that existed before that second. Thus ships moving between systems will be reflected in the numbers -- but don't rely on that too much, because any newer-seeded ships (or ships from later waves) would be completely invisible to you. |

I think that the extra fog gives you the "no ship count info unless you have some sort of scout there" behavior you seem to expect. Despite its name, extra fog of war seems closer to how most traditional multiple planet games with scouting would treat fog of war. |

The simplest "fix" would be to, I think, put a "+" after the enemy ship number (or a "~" before) on the galaxy map. It would suggest that these numbers are only estimates based on what you can see from the outside. |
