This is not a bug. If you look at the description for the AI overlord phase 2, it will say that it phases out unless in the presence of an enemy king. King means your home ark in this case. So long as it is in the same system as your home ark, it will not phase out and can be fought regardless of where it is. |

You're right that a Home Ark would force the Overlord to unphase, but I'm playing a regular Human Empire and so don't have a Home Ark. |

Weird, when I looked at the lobby for your game, it said ark. But actually loading the save shows human empire. Weird, but whatever. I definitely don't observe this in vanilla gameplay. It's related to one of the mods you are using. When I looked at the encyclopedia with your mods enabled, the phase 2 for all of the AI overlords doesn't have the phase mechanic. When I disabled Juicy Journals, they had the phase mechanic again. So this is a problem specifically related to Juicy Journals it seems (though I'm not sure why that mod is disabling the AI overlord phase 2's phasing out when it says it's related to journals). |

Fixed a bug with the JuicyJournals mod that was causing Overlord Mark 2s to not go to solo-phase. |
