Summary0028718: Production building with multiple inputs reports 0% on all inputs when only one is missing
DescriptionIn the attached save file, there's a hydroponic tower which is waiting for filtered water to become available.

Biomulch and seeds are both available and in storage, but water is not.

The screenshot shows that the hydroponic tower is at 0% efficiency, which is expected, but it reports the availability of EACH of the three ingredients to be 0%, which is not expected.

It should list how much of each ingredient it has separately, and then only use the lowest amount to cap the output productivity and input percentage actually consumed.

(Edit: Once at least SOME water is present, for example after a couple of turns advanced on the provided save, this resolves itself and it correctly reports different amounts of input ingredients)

* The TPS Reports now properly include precursor elements that are available in all circumstances, rather than under-reporting availability. If you run into any more cases where it reports something wrong, please let me know, but I think I got all of the cases.
** This was really confusing and made the reports far less useful, so I'm definitely glad to have this fixed. With that said, in existing saves, it won't be updated until you end turn one time.
