There are Mk. II planets, they just aren't labeled as such for some reason. In fact, all planets without a Mk. level rating are Mk. II unless they are adjacent to your home, in which case they can be Mk. I planets. Probably should be made clearer somewhere in the documentation or tooltips or something. |

As mentioned above, no-visible-mark planets next to your homeworlds are mkI (it's somewhat possible for mapgen to promote some of them to mkII, iirc), all other no-visible-mark planets are mkII. It just makes the galaxy map much less busy this way. |
