Summary	0003111: A Turret to support a defensive fleet with tethers.
Description	A turret that acts like a starship in boosting the attack of 30ish nearby ships. Rather than a normal buff tether, it would also be a slow healer, at full use doing total healing at half the rate of a Mx engineer.
