Summary0005581: Enabling stuff before the game should be a sliding scale.
DescriptionI'm not actually sure how feasible this is... but I think it might be nice, at least for certain options in the pregame setup menu, if instead of just "[this thing] is enabled/disabled", it was a sliding scale. At one end, it's enabled. At the other end, it's disabled. And if it's somewhere in between, there's a chance of it showing up, but you won't know for sure until you find out in-game. (Or not, as the case may be.) You can adjust just how likely it will be for that particular thing to show up by adjusting the slider; for example, a Zenith Traders slider three-quarters of the way to the "Enabled" side would mean the Zenith Traders have a 75% chance of showing up in that game.

EDIT: Giving it a little more thought, a box to enter a value from 0 (disabled) to 100 (enabled) might work a bit better. Maybe let a player click the name of the option to quick-switch from one extreme to the other, or click in the number box and enter a value for more precise control...

A note for Astrotrains - you'll need them to enable the Train-master AI, so the toggle for this one will have be considered.

I thought the Train Master auto-enabled Astro Trains if he got picked, whether you had or not?

Last time I checked, unclicking the Astro-trains option removes the Train-master from the AI-list.

This is a really good idea, as it lets you add some additional automatic randomization to your games, potentially surprising you as a feature turns up that you didn't know was on. "Uh, hello, Mr. Devourer Golem. I'll just be moving everything I can out of your way now."
