Summary0006850: AI carriers shouldn't be subject to collateral damage
DescriptionThe change to make carriers vulnerable at all times seems to allow them to be inadvertently killed from stuff like AoE weapons or Attritioners. This happens even if the "auto-target carrier" setting is disabled.

My defensive line got pretty well decimated when over 3000 units broke free from carriers when there was still a 1k shipcount in the system. And those 3000 units included an extra 2 golems; getting surprised by that hurt, to say the least.
