I've had this happen too - I think it happens with all normally generated Rescue Missions (as opposed to ones you get by using the Seek Survivor power). I assumed it was deliberate (something about not knowing the stats of the character you might rescue being more mysterious?), but...come to think of it, it's probably a bug. |
