Summary0015070: Random refilling of Special Abilities penalizes you for getting Hydral Abilities!
DescriptionSince you only gain abilities at random (ie, can't pick and chose), acquiring some can actually make you weaker. If you have only good techs, then 30 turns after you use up an ability you get another good one, but if you go off (or as a result of some other mission) and get more abilities, depending on what you get, they may actually water down your overall effectiveness. I experienced this in that last planet siege mission I did (277 turns I think it was).

If this is rendered moot (or may soon be) by the greater customization implementation, then no worries, it's not so bad that it's needs a patch.

If it'll be a while (if ever) before the greater customization is available, then may I recommend a few possible solutions:

1) Add a second row of drop-downs to the right of the current drop downs. When a special is expended, replace it with the alternate ability. (Random could still be a choice, and could be the default, thereby making the change optional for those that may not like it.)

or
2) Give us some kind of ability to remove abilities form the deck. For instance, if I pick up DIsable Gravity Beams, and despise that ability, I can check (or uncheck) a box next to it and it won't be in the random shuffle to replace a used ability.

Anyways, may be beyond scope, but it is a bit of a slap in the face when you get a lame (or even just un-liked) ability for your efforts, and it's not just "Oh well, guess I need to keep looking." But more like "GREAT! Not only did I get nothing for my effort, but now it's going to clog up my special cycle too!" :)

For 1.021:

* Now in Flagship Customization you can choose to disable certain abilities completely, so that they will not swap-in randomly mid-combat when other abilities are exhausted.
