Summary0019297: Rallied troops taking bad path
DescriptionI have 2 equidistant paths from my Starship Constructor to the Ark Fleet. Ships are being rallied from the starship constructor to the Ark fleet. One path is through a system with no remaining defenses. The other path is through a heavily defended system. My ships are choosing to rally through the heavily defended system. I think they shoudl be smart enough to privilege a path without enemy defenses.

For 0.607:

* Now when doing galaxy-map pathfinding for units:
** The game generates two paths:
*** The normal one that prioritizes minimum number of hops.
*** A conservative one that prioritizes minimum danger from the AI.
**** Note: a planet with more friendly strength than AI strength is considered safe.
** If the conservative path has the same number of hops as the normal one, it's used instead of the normal one.
