Summary0022490: Eyes don't activate on minor factions
DescriptionThis is an especially egregious problem with nanocaust, since worlds with an eye that would otherwise be walls to the nanocaust's fleetballing progress require me to send a couple empty flagships over there to activate the eye.

I haven't played the newest patch yet, but this was present a few patches ago and I don't see it in the change notes so I'll toss it up here in case it hasn't been stealth fixed.

This has been the case since the eyes were changed to trigger on fleets.
